Korea Tax Refund: Immediate, Downtown or Airport?

Identify your refund route before shopping or departure, with current purchase limits, receipt checks, and the next step for each situation.

First check whether the tax was deducted when you paid or whether you received a voucher for a later refund. A completed immediate refund does not need a second claim at the airport. A visit to a refund kiosk inside a shop or elsewhere in the city does not, by itself, prove that every departure step is complete.

Identify your route

VISITKOREA’s guide separates immediate refunds from general refunds, which include downtown, airport, mailbox, and mobile routes.

The word “store” describes a location, not a refund method. Ask specifically: “Was this an immediate tax deduction at checkout, or is there another step before I leave Korea?”

Check eligibility before paying

For goods, VISITKOREA’s eligibility guidance describes non-Korean visitors staying less than six months, alongside a separate category for eligible overseas Koreans. A foreign passport alone does not settle every case; employment, residency, and the type of purchase matter.

The same guidance lists a minimum purchase of KRW 15,000 per receipt, unused and unopened goods, and departure within three months of purchase. Ask the retailer to confirm participation and your eligibility before completing a substantial purchase.

The current immediate-refund limits are:

  • A single transaction of at least KRW 15,000 but less than KRW 1,000,000.
  • A total purchase amount within that system of no more than KRW 5,000,000 during the trip.

These are purchase amounts, not the cash you receive back. The comprehensive guide separately gives downtown general refunds a transaction ceiling of KRW 6 million; do not apply one route’s limit to another.

For example, a hypothetical KRW 1,000,000 purchase falls outside the immediate-refund per-transaction limit because the limit is strictly below that amount. It does not automatically rule out a general refund. Ask which route the shop can issue before paying.

Prepare the passport, paperwork, and goods together

Bring your passport when requesting refund documents; do not assume that a phone photograph will be accepted. For a downtown refund, also bring the credit card required by the refund provider; the official downtown-refund steps list it alongside your passport and refund documents.

Keep the ordinary purchase receipt and any separate refund voucher. Check the name, purchase details, and provider while you can still ask the shop to correct an error. A photograph is a useful personal backup, but keep the original documents.

For departure validation, Korea Customs Service lists the passport, sales certificate, and purchased goods, which must be unopened and unused. If selected for inspection, you need access to those goods. Someone else’s experience of not being checked does not change those requirements.

A downtown refund is not automatically the end

The official comprehensive guide includes export confirmation in its downtown-refund process. Before leaving a city refund point, establish whether you have received money, merely registered a payment method, or completed another intermediate step.

A useful question is: “For this specific voucher, what must I still do at departure?” Save the answer or the provider’s written instructions with that voucher. If the confirmation is unclear, resolve it before dropping your checked bag.

Plan the airport step before handing over baggage

If goods requiring general-refund validation are in your checked suitcase, tell the airline before bag drop. Incheon publishes a sequence that keeps the tagged bag available for the kiosk and any required customs inspection before final handover. Check the airport’s current refund facilities for your departure terminal.

Compare the final price, not a promised percentage

Duty-free shopping and a later tourist tax refund are different arrangements. Do not expect an additional refund on tax that was never charged.

A universal “10% back” calculation is also misleading. In a simplified arithmetic example, a KRW 110,000 price containing 10% tax consists of KRW 100,000 plus KRW 10,000 tax; the included tax is not KRW 11,000. This example is not a refund quote.

Use the shop’s documented final price or provider’s refund figure. Global Blue’s help centre notes that estimated amounts may be affected by service and currency-conversion fees; its terms should not be assumed to describe other providers.
